学生学费住宿费收缴管理细则 Detailed Rules for the Collection and Management of Student Tuition and Accommodation Fees
1. Purpose
To standardize the collection of tuition and miscellaneous fees at the school and ensure lawful charging practices.
2. Scope of Application
These rules apply to all types of students at the school, including: various categories of undergraduate and junior college students (both regular and adult), visiting students, students upgrading from junior college to undergraduate programs, and self-funded internationalstudents. Among them, self-funded international students include those pursuing degree programs (undergraduates) and non-degree programs (short-term and visiting students).
3. Content
3.1 Fee Collection Management
3.1.1 Tuition and accommodation fees are not collected across academic years. For undergraduate students, junior college students, and self-funded international students pursuing degree programs, tuition and accommodation fees are collected on an annual basis. For self-funded international short-term and visiting students in non-degree programs, tuition and accommodation fees are collected on a semester basis.
3.1.2 The school implements a "pay first, register later" policy. Unless there are special circumstances, students must pay all due fees before registering for the new academic year (or semester). Students who have not paid their fees in full will not be allowed to register. Students who require loans or deferred payment due to financial difficulties must provide proof of their family's financial situation and relevant documents to the Student Affairs Office to apply for a loan or deferred payment (the maximum deferment period is three months).
3.1.3 The tuition fee policy follows the principle of "new students, new rules; current students, old rules." If a student does not change their major, they will pay tuition fees according to the standard in effect at the time of their enrollment until graduation. If a student changes their major, they will pay tuition fees according to the standard applicable to their new major and classmates. If a student resumes studies after a leave of absence, they will pay tuition fees according to the standard applicable to the new enrollment year.
3.1.4 The school implements a credit-based tuition system. Credit-based tuition refers to a fee management system where tuition is charged based on the number of credits a student takes. This system applies to full-time undergraduate and junior college students enrolled from the class of 2018 onward. Credit-based tuition consists of two parts: credit fees and program fees.
3.1.5 The accommodation fee policy follows a "pay first, move in later" approach. Students must consciously pay accommodation fees and related charges, such as utilities and internet fees, as required.
(1) Once a student's dormitory bed is assigned, it generally cannot be changed. If a change is necessary due to personal reasons, it may be permitted once per academic year upon approval from the student's academic unit and the Student Affairs Office. If a student fails to pay the accommodation fee for the academic year (or semester) within the specified time, they must pay the outstanding fee for their original dormitory before applying for a change. If a student moves from a higher-priced dormitory to a lower-priced one, they may apply for a refund of the price difference. If a student moves from a lower-priced dormitory to a higher-priced one, they must pay the price difference. Refunds or additional payments will be calculated starting from the following month.
(2) If the school needs to adjust dormitory assignments due to operational reasons, students must cooperate. If a student is moved from a higher-priced dormitory to a lower-priced one, the school will refund the price difference (including the month of adjustment). If a student is moved from a lower-priced dormitory to a higher-priced one, they may pay the price difference to the school.
3.1.6 New students who defer their enrollment will not be charged tuition during the deferment period. Upon resuming enrollment, they will be charged tuition according to the standard applicable to the year of resumption. Undergraduate students and self-funded international students pursuing degree programs who take a leave of absence will not be charged tuition during the leave. Upon resuming studies, they will be charged tuition according to the standard applicable to the year of resumption.
3.1.7 Collection Process
(1) Fees are generally collected through bank transfers or online payments. Students must pay all due fees in full within the school's specified timeframe as per the payment notice. Students who fail to pay in full will not be allowed to register.
(2) Student loans obtained through application will first be used to offset outstanding tuition and accommodation fees. Any remaining balance must be paid in full before registration for the new academic year.
3.2 Refund Management
3.2.1 If a student graduates early, transfers, takes a leave of absence, withdraws, studies for less than a full academic year (or semester), or passes away, tuition and accommodation fees will be refunded based on the actual time spent enrolled after completing the necessary procedures.
Refund amount = (Tuition or accommodation fee standard ÷ N) × (N - actual number of months enrolled).
Here, N represents the total number of months in an academic year. For undergraduate students and self-funded international students pursuing degree programs, N = 10. If the actual enrollment period is less than one month, it will be counted as one month. The actual number of months enrolled is determined based on the application time of the OA academic status change process.
3.2.2 If a student has registered and paid fees but does not commence studies, 90% of the paid tuition and accommodation fees will be refunded.
3.2.3 If a student leaves the school without authorization, is expelled due to violations of school regulations, or is unable to continue studies due to criminal activities, no refund of tuition or accommodation fees will be provided.
3.2.4 To process a refund, students must submit academic status change documents issued by the Academic Affairs Office and their respective college, along with payment receipts, to the Finance Office.
3.3 Handling of Outstanding Fees
3.3.1 Students who fail to pay tuition and accommodation fees in full within the specified timeframe, do not apply for deferred payment in a timely manner, or fail to pay outstanding fees by the deferred payment deadline will be subject to the following measures:
(1) They will not be allowed to register, select courses, or take exams. Exam results will not be recorded (handled by the Academic Affairs Office).
(2) They will be disqualified from applying for various school scholarships and individual awards for the academic year (handled by the Student Affairs Office).
(3) Graduation certificates and degree certificates will be withheld for graduates with outstanding tuition or accommodation fees. Until fees are paid in full, these documents will be held by the student's college (handled by the Academic Affairs Office).
(4) Library borrowing privileges will be suspended (handled by the Library).
(5) Access to functions of the school management and service systems will be restricted (handled by the Network Center).
(6) Applications for visas, residence permits, and other related matters for self-funded international students will not be processed (handled by the International Education College).
学生学费住宿费收缴管理细则
1 目的
规范学校学杂费收费管理,保障合法收费。
2 适用范围
本细则适用于学校各类学生。学生主要包括:各类普通、成人本专
科生,进修生,专升本学生,自费来华留学生等。其中,自费来华留学
生包括学历教育的本科生、非学历教育的短期生和进修生。
3 内容
3.1 收费管理
3.1.1 学费、住宿费不跨学年收费。本科生、专科生和学历教育自费
来华留学生的学费、住宿费按学年收取,非学历教育自费来华留学短期
生和进修生的学费、住宿费按学期收取。
3.1.2 学校执行“先缴费、后注册”的规定。无特殊原因,学生应在
新学年(期)注册前缴清应缴费用,未缴清费用的学生不予注册。确因
家庭经济困难需申请贷款或申请缓缴学费的学生,须持本人家庭经济状
况证明及相关材料到学生工作部办理贷款或缓缴手续(办理缓缴手续的
时间最长不超过三个月)。
3.1.3 学费实行“新生新办法、老生老办法”的收费政策。学生在不
转专业的情况下,从入学到毕业均按入学时的学费标准缴交学费;学生
转专业后按所转专业同班同学的学费标准缴交学费;学生休学复学后按
入学新年级的学费标准收取学费。
3.1.4 学校执行学分制收费制度。学分制收费是指按学生选课修读的
学分数计收学费的教育收费管理制度,适用于 2018 级起全日制普通本专
科学生。学分制收费由学分学费和专业学费两部分组成。
3.1.5 住宿费实行“先缴费、后入住”的收费政策,学生应当自觉按
规定缴纳住宿费及有关费用,如水电费、网络费等。
(1)学生床位一经安排,原则上不予调整。个人原因确需调整的,
经培养单位、学生处批准,学年内允许调整一次。学生在规定时限内未
按学年(期)缴纳住宿费的,应缴清原宿舍住宿费后方能申请调整。学
生从高收费标准宿舍调至低收费标准宿舍的,学生可向学校申请退住宿
费差额;从低收费标准宿舍调至高收费标准宿舍的,学生须补交差额;
退费和补交差额均从次月开始计算。
(2)学校工作方面原因需要对学生所在宿舍进行调整的,学生应予
配合。学生从高收费标准宿舍调至低收费标准宿舍的,学校予以退差额
(含调整当月);从低收费标准宿舍调至高收费标准宿舍的,学生可向
学校补交差额。
3.1.6 保留入学资格的新生,保留入学资格期间不收取学费;恢复入
学资格后按复学当年的学费标准收取学费。休学的本科生和学历教育自
费来华留学生,休学期间不收取学费,复学后按复学入读年级的学费标
准收取学费。
3.1.7 收缴处理
(1)各项费用的收缴原则上采用银行划扣和线上支付方式,学生应
按照缴费通知要求,在学校规定时限内一次性缴清应缴费用。未缴清费
用的学生一律不予注册。
(2)学生申请获得的助学贷款将首先冲抵学费、住宿费欠费,不足
冲抵的欠费余额应在新学年注册前缴清。
3.2.退费管理
3.2.1 学生提前毕业、转学、休学、退学、延读时间不满一学年(期)
或身故的,在办理手续后所缴学费、住宿费按学生实际在校时间计算清
退学费、住宿费清退标准=学费、住宿费标准÷N×(N-学生实际在
校月数)。N 为学年内月份总数,本科生和学历教育自费来华留学生按
照 N=10,在校时间未满一个月的按一个月计算。实际在校月数以 OA
学籍异动流程申请时间为准。
3.2.2 学生注册缴费后未入读的,退还所缴学费、住宿费的 90%。
3.2.3 学生私自离校和因自身原因按规定被学校开除学籍或因触犯
刑律不能继续学习的,所缴学费、住宿费不予清退。
3.2.4 退费办理,学生需提供经教务部、所在学院签发的学籍变动文
件和已缴费凭据到财务部办理退费手续。
3.3. 欠费处理
3.3.1 凡未在规定期限内缴清学费、住宿费且未及时办理缓交手续,
以及未在缓交期限内缴清欠费的学生按以下规定处理:
(1)不予注册、选课和参加考试,考试成绩不予登记(教务部负责);
(2)取消当学年度学校各类奖学金和个人评先评优的参评资格(学
工部负责);
(3)暂缓发放未缴清学费、住宿费毕业生的毕业证和学位证,在结
清应缴费用前,毕业证和学位证由学生所在院系负责保管(教务部);
(4)暂停图书借阅资格(图书馆负责);
(5)限制使用校务管理与服务系统的功能(网络中心负责);
(6)不予受理自费来华留学生的签证、居留证件等有关申请(国际
教育学院负责)。
