广东东软学院留学生违纪处分处罚条例

第一章 总则

Chapter 1 General Rules

第一条 为维护学校正常的教育教学和生活秩序，保障留学生身心健康，促进留学生德、智、体、美全面发展，依据《中华人民共和国教育法》、《中华人民共和国高等教育法》、《普通高等学校留学生管理规定》、《高等学校接受外国留学生管理规定》、《高等学校留学生行为准则》以及其他有关法律、法规，结合我校实际，特制定本规定。

Article 1: In order to maintain the formal teaching and living order, guarantee the students’ health, and promote students’ integrated improvement, this regulation is made based on the Educational Law of the PRC, Higher Educational Law of the PRC, Administrative Regulations on University Students, Administrative Regulations for University to accept international students, college students' behavior standards，and some other related laws and regulations.

第二条 本规定适用于在我校取得学籍的各类留学生。

Article 2: This regulation applies to all international students in our university.

第二章 处分种类和适用

Chapter 2 Punishment and application

第三条 纪律处分的种类分为：

(一)警告；(二)严重警告；(三)记过；(四)留校察看；(五)开除学籍。

Article 3: The punishment includes the followings with the seriousness of the case: warning, serious warning, demerit record, disciplinary probation, expel from school.

对有违法、违规、违纪行为的留学生，学校应当给予批评教育或者纪律处分。学校给予留学生的纪律处分，应当与留学生违法、违规、违纪行为的性质和过错的严重程度相适应。

The university will criticize or give punishment to the international students who break the laws, regulations or disciplines. The punishments should be in accordance with the degree of the faulty made by international students.

第四条 违纪造成的损失或者伤害，由违纪者承担责任，并按照法律法规规定负责赔偿损失、负担医疗费用等。

Article 4: The student who broke the regulation should pay for the loss and medical cost

第三章 违纪行为和处分

Chapter 3 Disciplinary offence and punishments

第五条 违反宪法，反对四项基本原则，破坏安定团结、扰乱社会秩序的，可以给予开除学籍处分。

Article 5: violate constitution, oppose the four foundational principles, disturb the peace of society, expulsion can be given.

第六条 对违反国家法律、法规者，给予以下处分：

Article 6: the following punishment will be given to the one violating the laws or regulations.

（一）被处以治安警告、治安罚款者，分别给予严重警告、记过处分；被处以治安拘留者，视情节轻重，给予记过或者留校察看处分。

One. serious warning, demerit record will be given to the one who got security warning or public fine.

（二）违反治安管理规定受到处罚，性质恶劣的，可以给予开除学籍处分。

Two. expulsion can be given if breaking the regulation for public security.

（三）触犯国家法律、构成刑事犯罪的，可以给予开除学籍处分。

Three. expulsion can be given to anyone who break the law and commit crime.

第七条 利用计算机手段违纪，视情节轻重给予以下处分：

Article 7: The following punishments apply for the computer crime with the seriousness of the case

（一）在计算机设备或网络中故意发布和传播反动、违反社会公德或者诈欺信息等，给予记过或留校察看处分；情节和后果严重的，给予开除学籍处分。

One. Spreading the reactionary political view or other information against the society online or with the computer will be punished with demerit record, surveillance or expel from the school with the seriousness of case.

（二）利用计算机等技术手段窃取财物、服务或者有价值数据者，参照第八条执行。

Two. Stealing of the property, service or value data with the computer will be punished in according with Article 8

（三）未经允许擅自使用学校或者他人计算机、电信设备造成公物、财物损失

者，参照第九条执行。

Three. Those who use the school computer, private computer or other electrical equipment without permission and lead to the damage will be punished with Article 9

（四）故意篡改、删除或破坏学校和他人计算机文件造成损失者，给予严重警告或记过处分；情节严重，损失较大的，给予留校察看或开除学籍处分。

Four. Those who alternate, delete or destroy the documents kept in school or private computer will be punished with serious warning, demerit record; and surveillance or expel from the school apply for the serious loss cases.

（五）故意制造、传播和使用计算机病毒，或者充当“黑客”攻击他人计算机系统或网络者，视其情节轻重和造成损失大小，给予记过、留校察看或开除学籍处分。

Five. Making, spreading and employing the computer virus or hacker other computer system or internet, will be punished with demerit record, surveillance or expel from school with the seriousness of the case.

（六）对违反《广东东软学院校园网留学生宿舍管理、处罚条例》者，除按条例处理外，给予警告或严重警告处分；情节严重的，给予记过、留校察看或开除学籍处分。

Six. Those who are against the Neusoft Institute, Guangdong Campus Internet Regulation, will be punished with warning, serious warning, demerit record, surveillance, or expel from school with the seriousness of case.

（七）登陆非法网站，浏览国家有关法律法规限制浏览的内容，视情节轻重，给予警告或严重警告处分。

Seven. Those who log on illegal internet, skim the forbidden internet, will be punished with warning or serious warning with the seriousness of the case.

第八条 经保卫处和公安部门确认以各种手段非法占用国家、集体和个人合法财物者，除如数偿还和按公安机关有关规定予以处罚外，视情节轻重给予以下处分：

Article 8: Illegal possession of national public or private assets, which identified by the security office or public security department, besides the compensation and fine, the followings are applied with the seriousness of the consequences

（一）偷窃、骗取、冒领公私财物价值在500 元以下者给予记过处分。

One. Demerit record applies to the thief, cheating and falsely claim for the public or private property value less than Yuan 500 RMB.

（二）偷窃、骗取、冒领公私财物价值在500 元以上者给予留校察看处分；情节严重、性质恶劣的可以开除学籍。

Two. Kept in school under surveillance applies to thief, cheating and falsely claim for the public or private property value more than Yuan 500 RMB. School expulsion can be applied for the serious consequences.

（三）偷窃公章、保密文件、档案等物品者，视情节轻重给予记过或者留校察看处分。

Three. Demerit record or kept in school under surveillance applied to the stealing of seal , documents and file with the seriousness.

（四）为作案提供信息、作案工具等帮助作案者，视情节轻重，给予记过或者留校察看处分。

Four. Demerit record or kept in school under surveillance applies to those offer the information , tools for the criminals

（五）非法占有他人遗失财物，经教育拒不交出者，视情节轻重，给予警告及以上处分。

Five. Warning or above dispose is applied for those possess other lost property but refused to hand over after the persuasion and education.

（六）经保卫处或公安机关确认为盗窃未遂者，给予严重警告或记过处分。

Six. Serious warning or demerit record is applied for the attempted thief identified by the security office or public security department.

（七）多次盗窃或者诈骗者给予开除学籍处分。

Seven. School expulsion applies to many thief and fraud.

第九条 损坏公私财物者，给予以下处分：

Article 9 The students who damage public or private property will be given the following punishments:

（一）由于过失损坏公私财物，应当赔偿损失，造成严重后果者，给予警告处分。

One. Damaging public or private property due to negligence, the student should compensate for the loss. if the consequences are severe, the disciplinary warnings will be given.

（二）故意损坏公私财物，应当赔偿损失，并视情节轻重，给予严重警告或者记过处分。

Two. Damaging public or private property on purpose, the student should compensate for the loss, and be given serious warning or demerit recorded depending on the seriousness of the case.

第十条 寻衅滋事、打架斗殴者，给予以下处分：

Article 10 The students who cause trouble and fight will be given the following punishments:

（一）本人未动手打人，但对打架负有一定责任者，给予警告或者严重警告处分。

One. Not fight but responsible for the fight, the student will be given disciplinary warning or serious warning.

（二）动手打人者，给予严重警告处分；造成伤害者，给予记过、留校察看，直至开除处分。

Two. The fighter will be given serious warning. If causing harm, demerit recorded or disciplinary probation even expulsion will be given.

（三）策划召集他人打架或者群殴者，给予记过、留校察看处分。

Three. The students who plan or engaged in a gang fight will be given demerit recorded or disciplinary probation.

（四）故意为他人打架提供工具者，未造成后果的，视情节轻重给予严重警告或记过处分；造成一定后果的，视情节轻重，给予记过或者留校察看处分。

Four. Who gives tools to the fighter on purpose, if no serious consequences caused, serious warning or demerit recorded will be given depending on the seriousness of the case. if causing serious consequences, demerit recorded or disciplinary probation will be given.

（五）以劝架为由，偏袒一方，促使斗殴事态扩大者，给予严重警告处分；造成严重后果者，给予记过或者留校察看处分；

Five. Trying to stop fighting, but take sides and make it more severe, the student will get serious warning. if caused severe consequences, demerit recorded or disciplinary probation will be given.

（六）在调查处理打架事件过程中，提供伪证，妨碍调查处理工作正常进行者，

视情节轻重，给予严重警告或者记过处分。凡肇事、打架斗殴者，对受害者造成人身、财产损失的，按相关法律、法规赔偿相关损失。

Six. Offering faked evidence when being investigated and obstructing the investigation to go on, serious warning or demerit recorded will be given depending on the seriousness of the case. Anyone who cause trouble or fight and cause personal or financial loss to the victim will compensate the loss according to the laws and regulations.

第十一条 以各种方式参与或者组织赌博者，给予以下处分：

Article 11: The students who participate or organize gamble will be given the following punishments:

（一）凡利用麻将、扑克及其他方式和手段进行赌博或者变相赌博者，没收其赌具和赌资，并视情节轻重，给予严重警告、记过或者留校察看处分。

One. Anyone who use Mahjong, Poker and any other ways to gamble will be confiscated of the tools and money and be given serious warning, demerit recorded or disciplinary probation depending on the seriousness of the case.

（二）组织赌博者，给予记过或留校察看处分。

Two. The one who organize gamble will be given demerit recorded or disciplinary probation.

（三）经教育不改，多次组织或者参与赌博者，可以给予开除学籍处分。

Three. Anyone who organize or participate in gamble for several times will get expulsion punishment.

第十二条 收看、收听、传播淫秽物品者，给予以下处分：

Article 12 Anyone who watch, listen to or spread obscene publications will get the following punishments:

（一）收看、收听各类淫秽物品者，一经发现给予警告或严重警告处分。经教育不改者，给予记过或者留校察看处分。

One. Anyone who watch, listen to obscene publication will be given disciplinary warning or serious warning. If making no rectification after education, the student will get demerit recorded or disciplinary probation.

（二）涂写、勾画淫秽文字、图像，制作、复制、出售、出租或者传播淫秽物品者，视情节轻重，给予严重警告、记过或者留校察看处分。

Two. Anyone who write or draw obscene words or pictures and make, copy, sale, rent or spread obscene publications will get serious warning, demerit recorded or disciplinary probation depending on the seriousness of the case.

第十三条 违反学校关于留学生住宿管理的有关规定者，视情节轻重，给予以下处分：

Article 13 The students who break the rules of the Accommodation Management for international students will be given the following punishments depending on the seriousness of the case:

（一）未经批准，随便调换、私自占用留学生宿舍者，给予警告处分。

One. Anyone who change or occupy the dormitory without permission will get disciplinary warning.

（二）未经批准，擅自留宿非本宿舍成员或者出租床位者，给予警告或严重警告处分；留宿异性或者在异性宿舍留宿者，给予留校察看处分。

Two. Anyone who accommodate other person or rent bed to another one will get disciplinary warning or serious warning; if accommodating the opposite sex or stay in the dormitory of the opposite sex overnight will get disciplinary probation.

（三）扰乱宿舍秩序，对其他人的正常学习生活造成影响，经批评教育不改者，给予警告处分；

Three. Anyone who break the rules of the dormitory, disturb the other students' study and life and make no rectification after education will get disciplinary warning.

（四）违反宿舍消防、用电的相关规定，私用违章电器者，给予警告处分；因以上行为引起火灾造成后果者，除经济赔偿外，给予记过或者留校察看处分。

Four. Anyone who break the rules of fire or electricity and use illegal electric will get disciplinary warning. If causing fire and lead to some consequences, the student will get demerit recorded or disciplinary probation besides economic compensation.

（五）擅自在校外租房者，给予严重警告以上处分。未经批准，夜不归宿者，给予警告处分；屡次不改者，视情节轻重给予严重警告、记过直至开除学籍处分。

Five. Anyone who rent house outside the campus without permission will get serious warning or above, who stay out overnight without permission will get disciplinary warning, who make no rectification after education will get serious warning, demerit recorded even expulsion.

第十四条 违反公民道德准则和大留学生行为准则者，给予以下处分：

Article 14 Anyone who violate the citizen moral standards and the college students' behavior standards will get the following punishments:

（一）公然诽谤、侮辱、谩骂或者威胁他人，造谣、诬陷他人者等视情节轻重，给予警告、严重警告或记过处分；

One. Anyone who slander, insult, curse or threaten, make a rumour, frame up someone else will be given disciplinary warning, serious warning or demerit recorded depending on the seriousness of the case.

（二）隐匿、毁弃或者私拆他人信件，造成不良影响或者损失者，除赔偿经济损失外，给予警告处分。

Two. Anyone who hide, destroy or open other people's letters, if cause harmful effect or loss, will get disciplinary warning besides compensating the economic loss.

（三）男女留学生在公共场合不顾影响，行为不得体的，经教育不改或者态度恶劣者，给予警告、严重警告或记过处分。

Three. male and female students who behave inappropriately in public, if making no rectification after education or ill-mannered when being educated will get disciplinary warning, serious warning or demerit recorded.

（四）乱涂、乱写、乱画、乱张贴、乱挂放等破坏学校公共设施、环境卫生者，除责令其清理整洁或赔偿经济损失外，给予警告处分。

Four. Destroying campus's facilities or environmental sanitation by drawing, writing, or posting, the students will get disciplinary warning besides cleaning up or compensation.

（五）在餐厅、宿舍、餐馆或者其他公共场所酗酒、起哄、大声吵闹、摔酒瓶等扰乱公共秩序者，视情节轻重，给予警告、严重警告或者记过处分。

Five. Excessive drinking, making noise or something else to disturb the orders at public places such as dining room, dormitory, restaurant, the one will get disciplinary warning, serious warning or demerit recorded depending on the seriousness of the case.

（六）冒用学校或者他人名义，侵害学校或者他人利益，给学校或者他人造成不良影响或损失者，除赔偿经济损失外，视情节轻重，给予严重警告或者记过处分。

Six. Falsely using the college or other people's name, invading their interests and cause adverse effect and loss, the student will be given serious warning or demerit recorded.

（七）因学习成绩评定、转学、评优、处分等原因对有关人员寻衅滋事者，给予严重警告或者记过处分。

Seven. Make trouble to the people concerned due to evaluate score, transfer, punishment, etc. disciplinary warning or demerit recorded will be given.

（八）拒绝、阻碍国家工作人员或者学校管理人员依法或者依校规校纪执行公务者，给予严重警告或者记过处分。

Eight. Refuse or obstruct the government staff or college manager to executive official business, serious warning or demerit recorded will be given.

（九）冒领、转让各种证件或者证明文件者，给予严重警告或者记过处分。

Nine. Falsely take or transfer any credentials or documentary evidence, serious warning or demerit recorded will be given.

（十）伪造各种证件、印章或者证明文件者（如私刻公章、涂改伪造成绩单、伪造教师签名、伪造各类获奖证书、证明、毕业证等），视情节轻重，给予记过或者留校察看处分。

Ten. Forge any credentials, seal or documentary evidence (illegally carve an official seal, alter or forge report card, forge teacher's signature, forge any honor certificate, graduation certificate, etc.), demerit recorded or disciplinary probation will be given.

（十一）严重违犯社会风纪，给予以下处分：

Eleven. Violate social discipline, following punishment will be given:

1、调戏、侮辱或者以其他方式严重骚扰他人者，给予记过或留校察看处分；

1 molest, insult other people or bother someone in other ways, demerit recorded or disciplinary probation.

2、卖淫、嫖娼行为当事人及参与者，给予留校察看或开除学籍处分；

2 prostitution or participate into the prostitution, disciplinary probation or expulsion will be given.

第十五条 一学期内无故旷课累计学时达到一定标准者，给予以下处分。（一天5

学时计算，节假日除外）：

Article 15 within one semester, absent from class without permission for certain class hours（1class hour equals to 90mins）, following punishments will be given (Late for class once will be regarded as absent 0.5 class hour. Absent for one day will be regarded as absent five class hours except for the holidays).

（一）旷课10—19 学时，给予警告处分。

One. Absent from class for 10-19 class hours, disciplinary warning will be given.

（二）旷课20—29 学时，给予严重警告处分。

Two. Absent from class for 20-29 class hours, serious warning will be given.

（三）旷课30—39 学时，给予记过处分。

Three. Absent from class for 30-39 class hours, demerit recorded will be given.

（四）旷课40—49 学时，给予留校察看处分。

Four. Absent from class for 40-49 class hours, disciplinary probation will be given.

（五）旷课50 学时以上，作退学处理。

Five. Absent from class for more than 50 class hours, order to quit college.

（六）每门课程旷课超过课程学时1/3以上，该课程取消考试资格且不得补考，并在下一学年进行重修（重修费用标准为100元每学分）。

Six. Absent from one course more than 1/3 class hours（including sick leave etc.）, order to loss the right to attend the final exam and this course should be retaken without make up chance. And the retake fee standard is 100 yuan per credit.

（七）每门课程缺交作业1/2以上，该课程取消考试资格且不得补考，并在下一学年进行重修（重修费用标准为100元每学分）。

Seven. Miss one course assignment more than 1/2, order to loss the right to attend the final exam and this course should be retaken without make up chance. And the retake fee standard is 100 yuan per credit.

第十六条 违反考场纪律、考试作弊者，给予以下处分：

Article 16 Break the rule of exam, and cheat in the exams, the following punishments

will be given:

（一）由他人代替考试、替他人参加考试、组织作弊、使用通讯设备作弊及其他严重作弊行为者，可以给予开除学籍处分。

One. Ask a substitute to take the exam, replace someone to exam, organize students to cheat, use communication apparatus to cheat or some other cheating behavior, expulsion can be given.

（二）其他被认定为考试作弊者，视情节轻重，给予记过或者留校察看处分。

Two. Some other activities regarded as cheating, demerit recorded or disciplinary probation will be given depending on the seriousness of the case.

（三）被认定为考试违纪者，视情节轻重，给予警告或者严重警告处分。

Three. |The one who cheat on exam will be given disciplinary warning or serious warning.

第十七条 剽窃、抄袭他人研究成果者，视情节轻重，给予留校察看或者开除学籍处分。

Article 17 Plagiarize other person's research, disciplinary probation or expulsion will be given.

第十八条 违反学校规定，严重影响学校教育教学秩序、生活秩序以及公共场所管理秩序，侵害其他个人、组织合法权益，造成严重后果的，可以给予开除学籍处分。

Article 18 Violate college's regulations, influence the order of college education, life and public order management, and cause serious consequences, expulsion can be given.

第十九条 屡次违反学校规定，多次受到较重纪律处分，经教育不改的，可以给予开除学籍处分。

Article 19 Violate college's regulations and be given punishment for many times, making no rectification after education, expulsion can be given.

第二十条 留学生在校学习期间不得就业、经商，或从事其他经营性活动，更不得参与传销活动，否则，视情节轻重，给予严重警告或者记过处分。

Article 20 Participate in pyramid selling or business activities, serious warning or demerit recorded will be given.

第二十一条 参与非法社团活动、封建迷信活动者，视情节轻重，给予严重警告或者记过处分。

Article 21 Participate in illegal club activity, feudal and superstition activity, disciplinary warning or demerit recorded will be given.

第二十二条 学校尊重外国留学生的民族习俗和宗教信仰，校内严禁进行传教或宗教聚会等活动，否则，给予警告处分。

Article 22 carry out religious activities illegally, disciplinary warning will be given.

第二十三条 违反校规校纪，并有下列情形之一者，且危害后果较轻，可以从轻处分：

Article 23 Violate regulations, but has one of the following items, and the consequences are not serious, a lighter punishment can be given:

（一）能主动承认错误，如实交代错误事实，确有悔改表现者。

One. Admit the mistake, account for the fact and indeed correct the mistake.

（二）确系他人胁迫或者诱骗，并能主动揭发，认错态度较好者。

Two. Threatened or deceived by other one but make active exposure and admit the

mistake actively.

（三）其他可以从轻处分的情形。

Three. Other conditions that can be given light punishment.

第四章 处分程序、权限和管理

Chapter 4 Procedure, limit and management of the punishment

第二十四条 处分违纪留学生的程序、权限：

Article 24 Procedure, limit of punishment

（一）学校在对留学生做出处分决定之前，应当听取留学生或者其代理人的陈述和申辩，由留学生所在学院负责。

One. Before making the punishment, the college should listen to the student or his agent's explanation. the academy will take charge of it.

（二）情况复杂或者性质严重的留学生违纪事件，可提请保卫处负责调查取证。调查完毕后，将有关材料交留学生所在学院，由留学生所在学院提出处分建议。

Two. If the event is complicated or serious, security office should investigate fist and then hand in the material to the academy. the academy will raise the punishment.

（三）对违纪留学生的处分，所在学院在查清事实的基础上提出书面处理建议，报留学生工作处。如学院提出的处理建议量度不当，学校可责成学院进行复核并下达最终处分决定。

给予警告、严重警告、记过、留校察看处分由留学生工作处审核后，报主管校领导审定；给予开除学籍处分，由主管校领导审核后，报校长办公会议批准执行。开除学籍的处分决定，应当报广东省教育厅及留学生所在国驻华使馆备案。

Three. Based on the fact, the academy will put forward the written punishment suggestion to the students' affairs office. if the punishment is not appropriate, college will ask the academy to recheck and make the final punishment. The punishments of disciplinary warning, serious warning, demerit recorded and disciplinary probation will be examined by the students' affair office and then reported to the college leader. The punishment of expulsion, examined by the college leader, is reported to the president office meeting to be approved. the decision of expulsion should be reported to the Education Department of Guangdong province for the records.

第二十五条 学校对留学生做出处分，应当出具处分决定书（包括违纪事实、处分理由及依据）并送达本人，并由留学生本人在送达通知书回执上签字。留学生拒绝签字的，应当由辅导员、班主任或者两名同学签字证明。无法送交的，在校内公告，公告之日起五个工作日，即视为送达。

Article 25 the college will make a written decision (including the fact, punishment reasons and foundations) to the student who should sign on the receipt. if the student refuses to sign, the counselor, the head teacher or two classmates will sign. if the written decision cannot be sent to the student, it will be shown on the college announcement. Five days after the announcement, it can be seen receiving by the student.

第二十六条 违纪处分的管理

Article 26 the management of the punishment

（一）受到留校察看处分的留学生，一般以一年为期，在察看期间无违纪行为的，按期自动解除留校察看；在留校察看期间如有显著悔改表现或者立功者，经本人提出书面申请，留学生所在学院签署意见，留学生工作处审核，报学校批准，可以提前解除留校察看（察看期不能少于六个月）；经教育不改或者留校察看期间又有违纪行为者，视情节轻重，可以延长留校察看期或者给予开除学籍处分。

One. The period of disciplinary probation is one year. If no violating behavior occurred during the time, the punishment will be removed automatically. If the student behaves pretty well, he can put forward the written application to the academy to sign comments, the students' affairs office will examine and then to the college to be approved. The punishment can be removed in advance (the period cannot be less than 6 months). If making no rectification or breaking the rules again, the period can be extended or be given expulsion.

（二）距毕业时间不足半年而又违纪，应当给予留校察看处分时，可以缩短留校察看期。

Two. The period of disciplinary probation can be shortened, if the student will graduation within half a year.

（三）被开除学籍的留学生由学校发给学习证明，在处分决定做出后一周内办理完离校手续。档案、户口退回其家庭户籍所在地。

Three. The student expelled from the college should leave college within one week after the punishment is delivered. Files and residence registration will be sent back to his hometown. The college will issue the certificate confirming their learning experience.

（四）对违纪留学生的处分，应当具备下列材料，学校应当真实完整地归入学校文书档案和本人档案。处分决定应以文件形式下发。

Four. To punish the student breaking the regulations should have the following materials which will be put into the college file and the personal file. The decision of the punishment will be issued as written form.

1、本人的陈述或者申辩材料；

1. Personal statement

2、证明材料；

2. Material certificate

3、调查及综合报告（含处理意见）；

3. Investigation report and summing-up report (including treatment suggestions).

4、处分决定及本人对处分的意见。

4. Punishment decision and personal view on it

第二十七条 留学生对处分有异议的，在接到学校处分决定书之日起五个工作日

内，可以向学校申诉处理委员会提出书面申诉。申诉程序按《广东东软学院留学生校内申诉管理规定》办理。

Article 27 objection to the punishment, the student can put forward written appeal to the college appeal committee within 5 days after the day receiving the punishment. The procedure will be done according to the <Neusoft Institute, Guangdong Appeal Management Regulations for Students>.

第二十八条 对违纪留学生给予处分，应当做到程序正当、证据充分、依据明确、定性准确、处分适当，通过处分达到教育本人和大多数留学生的目的。

Article 28 The aim of the punishment is to educate the one breaking the regulations and most other students. To punish one should follow the procedure, have full evidence, be on explicit basis.

第五章 附则

Chapter 5 Supplementary Articles

第二十九条 本办法由留学生工作处负责解释。

Article 29 The Students' affairs office shall be responsible for the interpretation of this regulation.

第三十条 本办法自公布之日起实施。凡有关规定与本办法相抵触的，以本办法为准。

Article 30 This regulation shall go into effect on the day of promulgation. In case of any contradiction with other regulations, this one prevails.
